The verification step, always

  1. Accept the detected scale as a starting point.
  2. Measure a known dimension that was not used to derive it — a labeled pipe length, a right-of-way width, a building dimension, a stationing interval.
  3. Compare. Within about 1% is fine; 2x means half-size.
  4. Check a second dimension perpendicular to the first on scanned sheets.
  5. Record both the detected and the verified scale on the sheet.

A stationing interval is the best verification reference on roadway and utility sheets: STA 4+00 to STA 9+00 is exactly 500 feet, and it is drawn on the sheet in the same units as everything you will measure.
